The Collapse of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of contrasting events captured the grim essence of the current period. By day, diplomatic battles are fought: hopeful statements are issued from multiple capitals. Significant resources is expended on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "resolution".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting rocket firings from Russian territory, a capacity afforded by timely intelligence. From vantage locations, defense planes that had been deployed to intercept incoming aerial threats flew past – advanced fighter aircraft delivered to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems activated: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, probably delivered by allied countries. Every deployment creates sudden vibrations, shaking the windows. The brief panic quickly gives way to sober acceptance: possibly the hostile projectile won't cause damage this time, protecting urban areas from catastrophe and another blackout.

Persistent Threats

Not long after, a large-caliber weapon opened up on a drone somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.

Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and heating outages in multiple buildings as a result of the evening attack. As customarily, everyone still went about their day – enduring hostilities. But those full day encapsulated Ukraine's critical military reliance on international aid – a need that neighboring countries are demonstrably unable to replace in the immediate future.

Failed Diplomacy

The 28-point plan from American leadership sparked intense emotion, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new approach from American administration unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually achieve victory. This pattern will, certainly, continue.

Political Considerations

It is convenient to criticize specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a principle well known to seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The White House believes that it is unrealistic to force Russia to abandon the land that it already controls in Ukraine's southern or eastern regions.

The problem is that while recognising this factual reality, Washington does little to discourage Russia, through diplomacy or military means, from believing that the status quo will not shift further in its benefit in the near future.

Opposing Positions

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing people and territory but averting a entire defensive failure until circumstances change in its benefit.

Present Conditions

Objectively, there are no genuine requirements for a truce. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their task will now be much harder after current events, it remains very improbable that this will change their overall approach.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a mere seven days to eliminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, current information leaks, all served their function.

While new initiatives based on established approaches are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
